MP3 files, does anyone know of a program that can run in batch and join two MP3 files together?

I want to take a music file and add a small MP3 file that I have recorded which basically states the name of the artist and the name of the song. That way, when a song plays on my MP3 player it will announce the artist and song name then play the song all in one MP3 file. Alternately it would be nice to find a program that could take fields from the ID3 tags and turn them into speech and imbed at the front of the MP3 file to accomplish a similar capability to speak the artist and song name. This would be useful for MP3 players that do not have a display capability or just nice to hear for each song without having to look at a display. I would like to be able to run such a program in batch so that I could apply the program to hundreds of MP3 files. I have developed a way to turn the artist and song name text into a MP3 file so now I just need to be able to mass merge the two files.
