They say you can download free mp3 music by earning it completing registrations by registering on websites that they present to you. Is this music legal? Also, I am looking for a way to download mp3 music 100% legal, is there a website to download mp3 100% legal?

Those are legal but not free. You can not find popular music that is free legally, maybe some demo bands that want some promoting.
